Palmetto Retailers Education Program

PREP Merchant Education Program

Cornerstone's prevention department offers the Palmetto Retailers Education Program (PREP) in an effort to better inform alcohol and tobacco retailers about the laws regarding underage sales and the potential consequences of selling alcohol and tobacco to minors.

PREP is three-hour course that helps reduce underage youth access to alcohol and tobacco products in our communities, while also lowering liability risks for businesses and their employees. 

PREP is designed to encourage and promote partnerships between alcohol-licensed and tobacco-selling businesses, law enforcement and the community—a partnership dedicated to preventing/reducing alcohol and tobacco problems in the state of South Carolina.

PREP is a merchant education program that helps reduce underage access to alcohol and tobacco in our communities while also lowering liability risks for businesses and their employees.

The goal of PREP is to provide education programs that

• Help managers and servers/sellers understand state, community and establishment-level alcohol and tobacco policies and potential consequences for failing to comply with such policies, and

• Provide the necessary skills to comply with these policies.

PREP covers many relevant issues including:

• Alcohol and tobacco laws and consequences

• Checking IDs

• Fake IDs

• Handling difficult situations

• Cutting off service

• Reducing liability of employees and businesses

The PREP merchant education program has been approved by the SC Department of Alcohol and Other Drug Abuse Services (DAODAS) and the SC Department of Revenue.

PREP is the ONLY merchant education program in South Carolina that covers all the following issues:

• Off-premise alcohol sales

• On-premise alcohol sales

• Tobacco sales

• Development of manager/supervisor sales policies
